NORMAL – A $ 320,295 project to improve sidewalk accessibility on Landmark Drive in Normal will soon be underway.
The project involves the installation of a new sidewalk on the west side of Landmark Drive, from College Avenue to Arborwalk Drive.
“This is a project that has been on our radar for quite some time,” Cathy Oloffson, director of Normal Communications said Friday. “The bus stop there is actually located in a bed of rocks, which doesn’t make the bus stop very accessible.
“This work will also make the entries of some of the business enterprises more ADA compliant.”
The city launched the construction bidding process on June 10 and received four bids: JG Stewart Contractors Inc. of Bloomington, $ 320,295; Stark Excavating Inc. of Bloomington, $ 365,000; Rowe Construction, a division of UCM Inc., of Bloomington, $ 360,891.26; and Otto Baum Company Inc. of Morton, $ 374,580.01.

Normal City Council will consider awarding the contract to JG Stewart Contractors Inc. for the project on Monday. The company arrived with the lowest bid.
If approved, the project would start in late July or early August.
Council will also discuss a salary increase for City Manager Pam Reece following a March 29 performance review held in executive session.
The increase includes a salary adjustment of $ 5,716.50 effective April 1, 2020 and an additional annual adjustment of $ 4,733.50 effective April 1, 2021.
Reece, who has worked with the city for 30 years, was hired as city manager in 2019 with a salary of $ 185,000. In February 2020, the board approved his salary increase of $ 5,550 following a performance review in December 2019.
Administrator Stan North, at a meeting on June 7, raised concerns about Reece’s code of ethics, which were discussed at a special meeting last week. The meeting, which was to be held behind closed doors, was held in public.
Six of the seven board members expressed their support for Reece, saying she has demonstrated strong ethical values and professionalism.

The outdoor meals at Normal can be there to stay for the rest of the year.
City council will consider expanding its outdoor dining services, which were passed by the city’s emergency ordinance in response to the coronavirus pandemic. The emergency order expired when the state entered phase 5 of its plan to reopen.
Normal has placed picnic tables in five designated downtown outdoor dining areas for businesses and customers. Businesses have also been allowed to extend alfresco dining to parking lots.
“We know that our residents and businesses really enjoy the outdoor dining experience,” said Oloffson. “City staff will be looking at long-term changes and making code changes that would expand alfresco dining in the future.”
